USIDHR VETERANS COMMITTEE
The USIDHR Veterans Committee is a dedicated group of military veterans and active service members within our community of alumni, students, and partners. The Committee brings together leaders with extensive experience in military service, diplomacy, human rights, international relations, public affairs, government, security, policy, humanitarian assistance, conflict resolution, leadership, and education.
Their diverse expertise strengthens USIDHR’s mission and provides invaluable insight into how global issues affect veterans and their families.
WHAT WE DO
The USIDHR Veterans Committee is committed to empowering veterans by:
Advising USIDHR Leadership: Serving as an advisory body to the USIDHR Headquarters on matters affecting veterans and their families.
Building Community & Support: Providing a platform for veterans to connect, share experiences, and support one another in their professional and personal growth.
Designing Programs & Initiatives: Creating impactful programs that address human rights, diplomacy, and other subject areas where veterans bring unique expertise.
Expanding Access: Developing scholarship sub-committees to increase educational opportunities for veterans through USIDHR programs.
Guiding Policy & Practice: Offering recommendations and guidelines to ensure veterans’ perspectives are integrated into USIDHR initiatives.
USIDHR VETERANS COMMITTEE APPOINTEE
The program is chaired by Judith Ann Cushman DuBose, USIDHR Regional Director of Texas, President and CEO of JAD Associates LLC, and a proud U.S. Army veteran.
Biography:
Judith (Judy) Cushman DuBose is a United States Army veteran and dedicated advocate for human rights and veteran support. With over 40 years of professional experience, Judy has broken barriers and led impactful initiatives across multiple sectors. She began her career at General Motors as one of the company’s first female manufacturing supervisors and went on to design the U.S. Olympic Committee’s Community Olympic Development Program in Texas, helping foster the growth of Olympic-caliber athletes. Her commitment to human rights is extensive. Judy has spoken at prominent events, including the 2023 Rebuilding Ukraine Forum hosted by the US Institute of Diplomacy and Human Rights (USIDHR), and traveled several times to active-war Ukraine in 2024 and 2025 to work directly with veterans and support projects focused on health services and human rights. Judy is also the founder of Houston’s only municipal nonprofit dedicated to health services, where she established innovative public-private partnerships to support community health. She holds a B.A. in Economics and Political Science from Methodist University and an M.A. in Management and Public Administration from Webster University, as well as advanced certifications from Georgetown University, Rice University, and the William P. Hobby School of Public Policy. Residing in Baytown, Texas, Judy remains actively engaged in veteran and civic organizations. She continues to champion human rights, health, and community service — values that guide her leadership of the USIDHR Veterans Committee.
